We have a unique opportunity for a DoD Financial Management SME to join our tightly knit team supporting a federal department in the implementation and deployment of a Corporate Performance Management (CPM) software solution automating a military service’s financial management processes. You also will be responsible for overseeing functional and non-functional requirements for the project team and its associated work streams.

This is a HYBRID position located in Northern, VA.

Roles and Responsibilities include but not limited to the following:

  • Facilitate working group sessions with client personnel to elicit system requirements. Work with the user community to define the as-is and to-be processes, data flow, data elements, and roles required to support financial management activities.

  • Document as-is and to-be process and data requirements in business process in narrative form and flowcharts and in requirements traceability matrices (RTM)

  • Manage and verify requirements, capture detailed descriptions of system capability and functionality, and ensure the project team has clear, consistent, and testable requirements documented in test plans, test procedures, and completion criteria

  • Develop, analyze, evaluate, and advise on methods and techniques to improve organization, work processes, procedures, information systems, documentation, and similar functions.

  • Assist in the development of detailed recommendations regarding the application of functional requirements to the solution.

  • Identify problems and develop recommendations, as well as coordinating action with the program team and the client.

  • Assist in the development and delivery of training materials and training course

  • Assist in the maintenance of the project schedule and work breakdown structure (WBS) accounting for all assigned project activities

  • Oversee preparation, editing, and assembling of reports required for meetings and presentations

Basic Qualifications:

  • Bachelor’s degree or higher in Business, Accounting, Finance, or related degree

  • 10+ years of work experience in Federal Financial Management with at least 4 years of hands-on experience with DoD Financial Reporting and annual close activities or the Planning, Programming, Budgeting, and Execution (PPBE) lifecycle.

  • Demonstrated understanding of Federal PPBE and Financial Management concepts, requirements, standards, and policies.

  • Ability to communicate effectively orally and in writing

  • Ability to lead and facilitate workshops with client staff to gather system requirements

  • Proficient in MS Office suite

  • Ability to work effectively with a group or independently

  • Experience in resolving project problems and taking corrective action, escalating when needed to resolve and achieve results in regard to the requirements demonstration and validation mission. You will have demonstrated capability in the overall management of multitask projects

Preferred Qualifications:

  • CPA, CGFM, or CDFM preferred

  • Direct experience in federal PPBE processes and/or financial statement reporting requirements

  • Prior consulting experience with DoD or federal clients

  • U.S Government Secret clearance

  • Certified Scrum Master (CSM) or similar Agile certification

Security Clearance Requirements:

  • US citizenship and ability to obtain a TS/SCI clearance.
